Ken Roper serves as the County Administrator, the chief executive officer of our county government. The County Council appointed Mr. Roper in July 2019. As
Administrator, Mr. Roper is tasked with carrying out the vision of County Council by executing their policies, directives and legislative actions, and he is responsible for the day-to-day operations of Pickens County. He oversees the multiple divisions of our county government, with the exception of departments governed by elected officials and special districts, and he encourages collaboration between the various departments to best serve all our citizens.

Mr. Roper was born in Pickens, and is a graduate of Liberty High School (1987), Furman University (B.A. Political Science, 1991), and the University of South Carolina (J.D., 1994).  His years of public service span from the state to municipal/county government and the local community. He has previously served as Pickens County Attorney (2004-2019), municipal attorney (Six Mile, Norris, and Liberty), and municipal judge (Norris and Liberty). Prior to private law practice, Mr. Roper served for seven years as an assistant solicitor in our state’s criminal courts. A member of the South Carolina Bar, Mr. Roper has lectured on the South Carolina Home Rule Act, civility in the practice of law and professionalism, and has served on both the State Bar’s Pro Bono Committee and the Ethics Advisory Committee. He served on the Board of Directors for United Christian Ministries, the Easley Chamber of Commerce, and the Pickens Revitalization Association.  He is a member and current president of the Pickens Rotary Club and was named a Paul Harris Fellow by Rotary International. He currently serves on the state’s E911 Committee of the South Carolina Department of Revenue and Fiscal Affairs, NACo's Resilient Counties Advisory Board, and is a 2021-2022 Appalachian Leadership Institute Fellow through the Appalachian Regional Commission.

Collaborative Organizational Structure
While the traditional organizational structure remains in place as the reporting structure for county employees, the Administrator has further emphasized the need to work together for the good of the citizens of Pickens County by establishing a collaborative organizational chart encouraging divisions to work intensively with their neighboring divisions around the set Council goals.
