Mission
To provide comprehensive and accurate records of the Court of Common Pleas, Family Court, and General Sessions Court of Pickens County.

Functions and Responsibilities
The Clerk of Court serves both the Circuit Court and the Family Court. The Clerks of Court are charged with docket management, receipt of fees, fines and costs, maintenance of all court records, and submission of reports to a variety of state and federal agencies. In Circuit Court, the Clerk of Court is responsible for both criminal and civil matters, and some of these duties include receipt of criminal warrants and transmission to the solicitor, receipt of bail, publishing court rosters, jury management and staffing the courtroom while the court is in session. Among the duties a Clerk of Court is responsible for in Family Court are the enforcement of court-ordered child support and alimony payments, issuance of Rules to Show Cause in cases where court orders have not been followed, and filing of Orders of Protection and transmittal of these orders to the appropriate local law enforcement agencies. 

Services

  • Serve as the official record custodian for all civil, criminal, and family court proceedings.
  • Collect all fees, fines and costs imposed by the Circuit Court.
  • Enforce all court-ordered child support and alimony.
  • Summons and manage jurors who serve in the courts.
  • Manage the Grand Jury process.
  • Provide support to the offices of the judges and solicitor of Pickens County.
  • Screening for Indigent Defense
  • Enrollment of commission of notary publics for Pickens County.

Clerk of Court Biography
Harold "Pat" Welborn, Jr., the Pickens County Clerk of Court, was elected in November 2008 and began his first term in January 2009. He was born and raised in Pickens, S.C. and is a proud graduate of Pickens High School. He is married with three children and a proud grandfather to five grandchildren. Dedicated to his community, he has served as a volunteer fireman and trained first responder for over thirty years. This service has earned him Fire Fighter of the Year for Pickens Fire Department in 2002, Pickens County Municipal Association in 2003, Vineyards Fire District in 2011, and Pickens County Rural Fire District in 2019 and 2020. Prior to his election as the Pickens County Clerk of Court, he served as a Pickens City Council member from December of 2003 to December of 2008. He has enhanced his knowledge and understanding of county government and the role of an elected official through his completion of courses with the Institute of Government for County Officials. He is currently serving as the Secretary for the S.C. Association of Clerks of Court and Registers of Deeds. It is his honor to serve the citizens of Pickens County as the Clerk of Court for the last 15 years.
