Small Business Liaison Manager

GENERAL STATEMENT OF JOB
The Small Business Liaison Manager is an entry level position that has overall responsibility for the development and execution of a Small Business Liaison Program. Reports to the Alliance Pickens Executive Director.
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Develops, manages and executes an aggressive and proactive small business liaison program.
Responsible for executing activities to facilitate support for small business, including independently owned shops, boutiques, restaurants and other entrepreneurs.
Coordinates any federal, state and local and local small business assistance programs
Maintains comprehensive, insightful knowledge of business activity of respective Pickens County small businesses
Participates with local chambers of commerce and municipalities in supporting Pickens County small businesses
Monitors, pursues and manages relevant small business assistance opportunities.
Coordinates or participates in inventories and analyses of existing physical, social, and economic conditions for Pickens County small business.
Maintains close working relationships with Pickens County small businesses.
Regularly meets in person with local small businesses throughout the year to identify small business needs and issues that may be facing local enterprises, to include in-person interviews, business history, employee and employer needs, business expansion needs and barriers to growth.
Initiates, coordinates and executes small business events, meetings and seminars.
Develops close working relationships with related small business assistance partners including but not limited to the SBA, SBDC, ADC, banks, local chambers of commerce, municipalities and others.
Develops a small business database indicating key contact information, employment levels, dates of interaction, key issues and opportunities, plan of action, etc. resulting from small business visits and interaction
Generates reports, information, and plans in connection with the small business liaison program.
Assists the Research and Administration Manager as needed.
Assists with graphic and text for press releases, website and promotional pieces.
Performs administrative duties as needed.
Promotes Pickens County and its services and programs to the public; gives presentations to various community and civic groups.
Assists in administering and troubleshooting the issues; generates reports as required.
Coordinates activities with community and special-interest organizations, government agencies, etc., as appropriate
Attends staff, committees, Boards, Council, County, municipality, chambers of commerce and other relevant meetings as appropriate
Compiles data for, prepares and submits various reports as required.
Provides highly responsive service to the needs of Pickens County small business.
Receives and responds to public inquiries regarding programs and services.
Keeps the Director informed of all department issues and concerns.
Assists others in the department with duties as required.
Performs routine administrative / clerical work as required, including but not limited to attending and conducting meetings, preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, assembling materials, answering the telephone, preparing rooms before and after meetings, housekeeping, etc.
Attends professional meetings, conferences, seminars and/or workshops to maintain knowledge of current theories and trends in small business assistance.
Performs other duties as assigned.
ESSENTIAL SAFETY FUNCTIONS

DATA INVOLVEMENT: Requires planning or directing others in the sequence of major activities and reporting on operations and activities which are very broad in scope.
PEOPLE INVOLVEMENT: Requires counseling or instructing/training others through explanation, demonstration and supervised practice or making recommendations based on technical expertise.
INVOLVEMENT WITH THINGS: Requires handling or using machines requiring moderate instruction and experience such as computers, and software programs such as Microsoft Office (Word, PowerPoint, Excel).
REASONING REQUIREMENTS: Requires performing work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization.
MATHEMATICAL REQUIREMENTS: Requires using addition and subtraction, multiplication and division, and/or calculating ratios, rates and percentages.
LANGUAGE REQUIREMENTS: Requires reading professional literature and technical manuals; speaking to groups of employees, other public and private groups; writing manuals and complex reports.
MENTAL REQUIREMENTS: Requires doing professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures.
VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION
VOCATIONAL/EDUCATIONAL PREPARATION: Requires a Bachelor’s degree from an accredited college or university
SPECIAL CERTIFICATIONS AND LICENSES: Must possess valid state driver’s license
EXPERIENCE REQUIREMENTS: Entry level position, requires over six months and up to and including one year of related experience.
AMERICANS WITH DISABILITIES ACT REQUIREMENTS
PHYSICAL AND DEXTERITY REQUIREMENTS: Requires light work that involves walking or standing much of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy. Must be able to lift 10 to 20 pounds
ENVIRONMENTAL HAZARDS: The job risks exposure to no known environmental hazards.
SENSORY REQUIREMENTS: The job requires normal visual acuity and field of vision, hearing and speaking abilities, and color perception.
