JOB TITLE:  PURCHASING SPECIALIST

GENERAL DESCRIPTION OF JOB

The purpose of the job is to perform routine-to-moderately complex technical work in the procurement of equipment, supplies and services for Pickens County, to process and maintain related records, and to perform other work as necessary in support of effective and efficient department operations. The class is given a general outline of work to be performed and is free to develop work methods and sequences; work is reviewed by supervisor periodically.

ESSENTIAL TASKS

The tasks listed below are those that represent the majority of the time spent working in this class.  Management may assign additional tasks related to the type of work of the class as necessary.

Assists in developing specifications for the purchase of equipment, supplies and services for County departments.

Assists County personnel in other departments in obtaining pricing for general supplies and for budget preparation purposes.

Assists with formal bid solicitations including calls for bid, general conditions, specifications, etc. for purchases requiring formal bidding procedures.

Verifies available funds for department purchase requests.

Issues purchase orders; monitors purchase orders through completion of transaction.

Sells or disposes of surplus equipment and property of Pickens County.

Communicates with vendors as necessary to expedite deliveries and resolve shipping / invoicing discrepancies and problems with product quality.

Processes and prepares accounts payable invoices for check payment; researches problems related to procurement and other accounting issues; prepares and maintains related journal reports, records and ledgers.

Maintains and updates vendor records; compiles and maintains federal tax ID information on vendors in accordance with IRS regulations; prepares yearly reports and sends W9 forms to vendors.

Prepares a variety of required records, reports and correspondence.

Receives and responds to inquiries, concerns, complaints and requests for assistance from County personnel, elected officials and citizens regarding procurement policies and procedures.

Performs a variety of administrative / clerical work as required, including but not limited to typing reports and correspondence, copying and filing documents, entering and retrieving computer data, sending and receiving faxes, answering the telephone, etc.

Attends staff and County meetings as required.

Attends training, meetings, seminars and/or workshops as required to enhance job knowledge and skills.

Prepares and/or assists with the preparation of various financial reports.

Establishes and maintains filing system for various financial records.

Answers the telephone, provides requested information and/or forwards calls to appropriate staff person; greets and assists office visitors.

ESSENTIAL SAFETY FUNCTIONS

PEOPLE INVOLVEMENT: Requires giving information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants.

INVOLVEMENT WITH THINGS: Requires handling or using machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner.

COGNITIVE REQUIREMENTS

REASONING REQUIREMENTS: Requires performing semi-skilled work involving set procedures and rules but with frequent problems.

MATHEMATICAL REQUIREMENTS: Requires using addition and subtraction, multiplication and division, and/or calculating ratios, rates and percentages.

LANGUAGE REQUIREMENTS: Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.

MENTAL REQUIREMENTS: Requires doing clerical, manual or technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure.

VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION

VOCATIONAL/EDUCATIONAL PREPARATION: Requires Associate’s degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education with emphasis in business, accounting or a closely related field.

SPECIAL CERTIFICATIONS AND LICENSES: Must possess a valid state driver’s license.

EXPERIENCE REQUIREMENTS: Requires over one year and up to and including two years.

AMERICANS WITH DISABILITIES ACT REQUIREMENTS

PHYSICAL AND DEXTERITY REQUIREMENTS: Requires sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations.

ENVIRONMENTAL HAZARDS: The job risks exposure to no known environmental hazards.

SENSORY REQUIREMENTS:  The job requires normal visual acuity and field of vision, hearing and speaking ability, and color perception.

JUDGMENTS AND DECISIONS: Responsible for guiding others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.
