JOB TITLE:   TRAINING OFFICER

DEPARTMENT: PICKENS COUNTY FIRE DISTRICT

                                                                         

 

GENERAL STATEMENT OF JOB:

 

Under limited supervision, is responsible for planning, coordinating and maintaining the training program and training functions for the Pickens County Fire Services.  Performs related recordkeeping, scheduling and instruction.  Supervises subordinate personnel in the department.  This is a salaried position.  Reports directly to the County Fire Coordinator.

 

 

SPECIFIC DUTIES AND RESPONSIBILITIES:

 

Plans, coordinates and maintains training program for the department which involves receiving requests from departments for training; locating available instructors; developing and proposing schedules; typing and sending confirmation letters; contracting and paying instructors and evaluators; ordering, receiving, stocking and issuing training aids, equipment and workbooks; evaluating and testing students; checking and forwarding all paperwork to the SC Fire Academy; monitoring and maintaining training forms and records; and typing and issuing County training certificates. 

 

Assists with teaching and instructing as needed.  Performs supervisory tasks such as instructing; assigning and reviewing work; planning; maintaining standards; coordinating activities; allocating personnel and recommending selection of instructors.  Attends classes and courses to maintain current certifications and advanced level of knowledge.  Monitors and forwards information to instructors concerning relevant information in keeping up their certification.  Is responsible for developing, preparing and maintaining training budget; purchases, maintains and issues training aids and other related training supplies, etc. Attends meetings, conferences and conventions as approved by the Emergency Services Director. May serve on Staff call as determined by the Fire Coordinator.  Provides training to other internal divisions and private partner facilities as needed or requested.  Performs various fire prevention activities as needed. Serves as program coordinator for SC State Fire “Fire Safe Community” Program and acts as liaison with Pickens County Fire & the OSFM.

 

TRAINING OFFICER

 

 

Prepare course paperwork packages for instructors.  Acquire course code number from SCFA regional office.  Issue and receive all paperwork and equipment used by instructors and other personnel using training aides.  Review completed paperwork packages for errors when received.  Forward all completed paperwork to SCFA Regional Office or issue County certificates.  Maintain office filing system that is accurate and easily accessible. Arrange for all instructors to teach and set up facilities the instructor may need.

 

Oversees scheduling, use & maintenance of County training facility.

 

Serve as County Fire Safety Officer

 

Assist with development & evaluation of County Standard Operating Guidelines.

 

Coordinate with County risk manager to develop and implement accident prevention polices and procedure

 

Investigate all accidents & provide mitigation measures

 

Performs other related duties as required by the Fire Coordinator or the Emergency Services Director.

 

 

MINUMUM TRAINING AND EXPERIENCE:

 

High school graduate with five to seven years of training, fire presentation and fire service experience, or any equivalent combination of education and experience which provides the

required knowledge, skills and abilities.  Must possess certification as an IFSAC Instructor 1, IFSAC Fire Officer 1, Medical First Responder, Emergency Vehicle Driver training, Pump Operations 1 & 2.  Minimum of 200 documented teaching hours through a recognized training agency.

SCFA qualifications to teach IFSAC FF 1 & 2, EVDT, Pump Operations 1 & 2, Basic Aerial Operations, Fire Instructor 1, Fire Officer 1.

 

Must possess a valid driver’s license.

 

 

PREFERRED QUALIFICATIONS:

 

IFSAC Fire Instructor 2, Fire investigation training & experience, ICC Fire Inspector 1

Commercial Drivers License.

 

KNOWLEDGE OF THE JOB:   Has thorough knowledge of the principles, practices, programs, goals, policies and procedures of Pickens County pertaining to the specific duties of the Training Officer.  Has thorough knowledge of the various fire codes and ordinances related to the activities of the department and is able to ensure implementation and enforcement of such.  Has the ability to oversee the work of subordinates and to promote their safety.  Has considerable knowledge of teach procedures and fire fighting techniques.  Has thorough knowledge of modern methods, techniques, and theories used in fire service.  Is skilled in training and instructing assigned personnel in modern techniques and theories.  Knows how to utilize various pieces of firefighting equipment and tools in a safe and efficient manner.  Is able to establish and maintain effective working relationships with the general public, co-workers and supervisors.  knows how to develop and administer daily operations and procedures for the department.  Is able to keep accurate records of daily activities and to process and maintain a variety of logs and reports in order to meet department requirements.  Is able to us independent judgement in emergency situations which occur.

 

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

TO PERFORM ESSENTIAL JOB FUNCTIONS

 

Physical Requirements: Must be physically able to operate a variety of equipment and machinery. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, stoop, pull, reach, kneel or otherwise move objects. Work requires sitting, walking and standing for periods of times. Must be able to lift/carry weights of 100-150 pounds.

Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

 

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information, includes the receiving of information and instruction from supervisor.

 

Language Ability:  Requires the ability to read a variety of documents and reports. Requires the ability to prepare required records and reports using the proper format punctuation, spelling, and grammar, using all parts of speech.

 

Intelligence: Requires the ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.

 

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to counsel and teach employees. Must be able to communicate effectively and efficiently with co-workers and the general public.

 

Numeric Aptitude: Requires the ability to perform arithmetic such as additions, subtractions, summations, differences, remainders, etc.

 

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape.

 

Motor Coordination: Requires the ability to make precise movements with fingers, hands, arms, legs, feet and torso, e.g., firefighting, etc.

 

Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have high levels of eye/hand/foot coordination.

 

Color Discrimination and Visual Acuity:  Requires the ability to recognize specific shades, pitch, shapes, flavors, e.g., firefighting, etc.

 

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with persons acting under stress.

 

Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing:  perceiving nature of sounds by ear).
