ENGINEERING DEPARTMENT



GENERAL DESCRIPTION OF JOB


Under the supervision of the Staff Engineer; performs a variety of technical construction, inspection, and technical engineering. Assists Staff Engineer in application of principles, methods, and techniques of civil engineering technology.

ESSENTIAL TASKS

The tasks listed below are those that represent the majority of the time spent working in this class.  Management may assign additional tasks related to the type of work of the class as necessary.

Gather field information for storm water hydrology analyses for crosslines and bridges.

Assists in surveying topography and elevations.

Process encroachment permits.

Inspects crossline pipes; culverts for replacements associated with road paving projects.

Assists general tasks in the sign shop; installing and removing traffic counters; providing traffic counter reports.

Conducts routine checks with work orders and data input.

Maintains accurate and up-to-date project records.

Assists in coordinating projects with local, state and federal agencies, as well as other County and municipal departments, contractors, developers, engineers, land surveyors, architects, inspectors, and other parties as necessary.

Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.

Performs general administrative work as required, including attending meetings, preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, etc.

Attends professional conferences, meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills.

ESSENTIAL SAFETY FUNCTIONS

Requires gathering, organizing, analyzing, examining or evaluating data or information and may prescribe action based on such data or information.

PEOPLE INVOLVEMENT:

Requires giving information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants.

INVOLVEMENT WITH THINGS: 

Requires interpreting policy and establishing methods and procedures for acquiring, installing, testing, operating or repairing complex machinery or equipment that requires extended training and experience, such as water/sewer/stormwater systems, or the application of custom or commercial engineering or other complex software or systems; responsible for public acquisitions and construction projects, including preparing specifications for contracts for goods and services.


COGNITIVE REQUIREMENTS


REASONING REQUIREMENTS: 

Requires performing work involving the application of principles of logical thinking or scientific practice to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact.

MATHEMATICAL REQUIREMENTS: 

Requires using advanced calculus using such factors as limits, real number systems, mean values; algebraic functions including very complex functions; inferential statistics and econometrics.

LANGUAGE REQUIREMENTS: 

Requires reading professional literature and technical manuals; speaking to groups of employees, other public and private groups; writing manuals and complex reports.

MENTAL REQUIREMENTS: 

Requires doing specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.


VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION


VOCATIONAL/EDUCATIONAL PREPARATION: 

Requires a high school degree, preferably with equivalent of Engineering classes at vocational school.

SPECIAL CERTIFICATIONS AND LICENSES: 

Must possess a valid state driver’s license.


EXPERIENCE REQUIREMENTS: 

At least one year of equivalent experience

PHYSICAL AND DEXTERITY REQUIREMENTS: 

Requires light-to-medium work that involves walking or standing much of the time and also involves exerting between 20 and 50 pounds of force on a recurring basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving close tolerances or limits of accuracy.

ENVIRONMENTAL HAZARDS: 

The job may risk exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, traffic, moving machinery, electrical shock, and heights.

SENSORY REQUIREMENTS: 

The job requires normal visual acuity and field of vision, hearing and speaking abilities, color perception, depth perception.
