JOB TITLE: CERTIFIED RESIDENTIAL APPRAISER
TAX ASSESSOR’S OFFICE
$23.31 hourly
GENERAL DESCRIPTION OFJOB
The purpose of the job is to appraise residential property to determine fair value for Pickens County, to maintain accurate and up-to-date appraisal records, and to perform related work as required. The class works within a general outline of work to be performed, and develops work methods and sequences under general supervision.
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Conducts field investigations of residential and commercial properties within Pickens County; inspects, measures, calculates square footage, and classifies new and existing structures to determine market values.
Determines land values for property.
Adjusts property records as a result of property splits, merges or sales; corrects data that affects property addresses, ownership or tax information.
Identifies, plots and measures property improvements to determine effect on value; reviews photographs and real estate documents for changes and locations of property improvements; prepares drawings of improvements for documentation.
Obtains additional needed information through interviews with owners, contractors, realtors and others.
Calculates replacement costs, obsolescence, construction costs, resale value and other pertinent factors.
Prepares reports of determination for public record.
Researches, gathers and analyzes sales, cost and income information to support appraisal values.
Reviews property appraisals with property owners or agents.
Processes special assessment applications and makes appropriate adjustments to property value determinations or assessments.
Prepares cases and defends appraisals before court and/or local and state assessment appeals boards.
Provides a variety of information to the public regarding property appraisal procedures, policies and methods.
Maintains a variety of logs and records related to work assignments and inspection activities; prepares special and periodic reports as required by the County and other agencies.
Assists co-workers with appraisal work as required.
Performs work in accordance with safety policies and procedures.
Performs general administrative / clerical work as required, including but not limited to preparing correspondence, entering and retrieving computer data, copying and filing documents, answering the telephone, etc.
Attends training courses and seminars to maintain state licensing requirements and to enhance job knowledge and skills.

Requires handling or using machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, calculators, telephones or similar equipment; may service office machines, including adding paper and changing toner.
COGNITIVE REQUIREMENTS
REASONING REQUIREMENTS:
Requires performing skilled work involving rules/systems with almost constant problem-solving.
MATHEMATICAL REQUIREMENTS:
Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes.
LANGUAGE REQUIREMENTS:
Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.
MENTAL REQUIREMENTS:
Requires doing specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.
VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION
VOCATIONAL/EDUCATIONAL PREPARATION:
Requires high school diploma or GED equivalent supplemented by formal training, special courses or self-education that is equivalent to satisfactory completion of one year of college education or specialized advanced training in real estate appraisal or a closely related field.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess a valid state driver’s license.
Must possess state certification as a residential real estate appraiser.
EXPERIENCE REQUIREMENTS:
Requires over two years and up to and including four years.

PHYSICAL AND DEXTERITY REQUIREMENTS:
Requires light work that involves walking or standing much of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.
ENVIRONMENTAL HAZARDS:
The job risks exposure to extreme heat and/or cold, dusts and pollen, animals / wildlife, traffic hazards, construction site hazards.
SENSORY REQUIREMENTS:
The job requires normal visual acuity and field of vision, hearing and speaking ability, depth and texture perception, and color perception.
