Description of Departmental Functions
The Pickens County Administrator serves as Chief Administrative Officer of the County and executes the policies, directives and legislative actions of the County Council. The County Administrator is appointed directly by and reports to the County Council. He/she has administrative oversight for all operations of the government, with the exception of departments governed by elected officials and special districts. The Administrator also coordinates departmental activities, studies administrative procedures and organization and recommends changes and improvements to government operations.
The County Administrator prepares the annual operating and capital improvement budgets for submission to Council, implements the approved annual budgets and supervises the expenditure of appropriated funds. The Administrator also provides management, coordination and communication on state and inter-local issues, and works with community agencies to promote and organize county government activities.
